Move oplogDeleteFromPoint into its own namespace

      The oplogDeleteFromPoint must be journaled with the oplog in order to recover to a checkpoint. The first step to doing that is moving it into its own namespace from the minValid document.

      There are no upgrade/downgrade concerns because this field is empty on clean shutdown.
