The libraries db/db_raii and db/s/sharding directly depend on each other. This is particularly pernicious, as it drags db/db_raii into the interdepencency tangle between db/s/sharding and db/query/query (SERVER-29908), which then indirectly introduces a dependency from db/db_raii into the query subsystem tangle (SERVER-29907).
