unblacklist tests from config continuous stepdown suite that are blacklisted due to count/agg/group non-retryability

      The count, establishing cursors phase of aggregate, and group paths go over the ARS as of 3.6, which does retry with policy kIdempotent.

      The tests listed under the comment "# Count/write/aggregate/group commands against the config shard do not support retries yet" that are blacklisted due to count, aggregate that does not result in a getMore, and group should be able to be unblacklisted.
