Use newer version of boost with windows release of mongo

      The 1.8.2 download for windows that we have http://www.mongodb.org/downloads has a bug in mongoexport (see FREE-1619) due to it being linked to an old version of boost (version 1.35). Recompiling it with version 1.40 of boost fixed the problem.
