Balancer policy support for multiple incoming and outgoing migrations per shard pair

      The current balancer policy limits the number of migrations to be at most one per shard pair. When shards are made to support more than one concurrent moveChunk (SERVER-32669/SERVER-22674), the balancer policy will have to be adjusted to take advantage of this.
