      Implement the Transaction coordinator functionality around beginning a transaction, transferring transaction ownership and waiting for all participants to report themselves as prepared. Including handling error conditions.

      Specifically, the following APIs: beginTransaction, transferTransactionOwnership, prepareAcknowledgment, waitForAllPrepared.

      Should include some basic unit-tests.
