In order to create initial chunks directly on shards during shardCollection, we need to create the collection on all shards that will receive a chunk. We need to be able to create the collection on each shard with the same UUID, so we need to create a command that allows us to do so. The command will be internal only, and will ask the primary shard for the uuid for the collection.
