Change TransactionCoordinator state machine to allow for persisting decision

      In order to persist the commit decision, we will need to modify the coordinator's state machine to have a new state or states relating to "decided commit" and "persisting decision", as well as a new action "persist commit decision" and maybe "delete commit decision".
