Shell doesn't correctly implement the transactions API for error labels

      The transaction API specifies that if commitTransaction fails with a server selection error, network error, retryable writes error, or write concern failed / timeout then we should attach the error label`UnknownTransactionCommitResult`. The shell currently does not do this.
