Allow interruptions in createCollection and dropCollection of storage_interface_impl.cpp

      createCollection and dropCollection of storage_interface_impl use UninterruptibleLockGuard. We should move the UninterruptibleLockGuard to its caller and make sure they will never conflict with prepared transactions.
