Remove getOldestActiveOpTime() and the data structures that support it; it's obsoleted by the new data stored in the config.transactions table in ~~SERVER-39680~~. Before deleting, update initial sync to query the config.transactions table instead of the oldest active optime data structures, in ~~SERVER-39989~~.
