Extend CheckReplDBHashInBackground to Sharded Clusters

      Once SERVER-39321 re-enables the CheckReplDBHashInBackground hook, we should extend it to support sharded dbhashes. dbhash is not supported through mongos today and the hook does not connect to multiple replica sets today.
