Remove write concern wtimeouts that are expected to succeed throughout tests

      wtimeouts prevent the hang analyzer from running. But it would often provide useful information, especially with SERVER-40856. In the past this meant tests ran for 2 hours, but most of our task timeouts are now much shorter.
