Update FCV constants to 4.2/4.4 throughout server code

      This process includes:

      • Adding FCV 4.4.
      • Removing FCV 4.0.
      • Setting FCV 4.2 to be the default value of the FCV parameter for new servers.
      • Updating "latest" FCV to be 4.4 and "last-stable" FCV to be 4.2.
      • Changing generic references to refer to the latest upgraded and downgraded versions.

      This change should be pushed alongside the wire protocol change in SERVER-41545.
