Add the new wire version.
Change both minWireVersion and maxWireVersion to the new wire version for internal clients.
Bump the maxWireVersion for external clients, leaving minWireVersion unchanged.

This ticket will cause breaking changes unless pushed with the FCV 4.4 changes in ~~SERVER-41230~~.
