SERVER-36956 switched the cache pressure metric that the snapshot window size controlling code uses, as well as favoring keeping the snapshot window size large even in the presence of cache pressure when there are SnapshotTooOld errors. We want to keep the metric change, but want to undo the window size control changes. Cache pressure should cause the window size to shrink, even in the presence of SnapshotTooOld errors.
