Create test that initial sync can clone a collection while that collection is renamed

      This is a test of SERVER-32089 and SERVER-31695. This will not be able to be enabled at first, but will be good to have before we attempt to do either of those. Resumable initial sync may also fix the test and this will make it easy to decide if further work is needed here.
