Prevent shard refreshes in mergeChunks command from joining earlier refreshes

      Set forceRefreshFromThisThread to true in the first calls to forceShardFilteringMetadataRefresh in the mergeChunks command. This prevents any shard refreshes from joining earlier refreshes, which could be stale.
