Collection level metadata

      As a database user, I would like the ability to attach metadata to a collection so that I can store free-text notes on its usage or lineage.  I have several large collections that I use for reference data, I would like to be able to attach tags, or KV pairs to the collection so that I can remind myself of important usage information.
