Modify an existing dynamic builder to build dynamically with opt=off

      Recently SERVER-45584 was committed without properly linking in a file dependency, but opt=on is running on all the evergreen builders, so the dependency error was optimized away.

       Specifically, my compile (that failed) used

      alias buildninjaenterprise="python3 buildscripts/scons.py CC=/opt/mongodbtoolchain/v3/bin/clang CXX=/opt/mongodbtoolchain/v3/bin/clang++ -j32 --opt=off --dbg=on --link-model=dynamic --allocator=system --ssl=on --icecream VARIANT_DIR=ninja build.ninja"
