ephemeralForTest needs timestamp support in order to support features such as transactions and point-in-time reads.

We should investigate what remaining work we have for timestamps to be a reality on ephemeralForTest and spawn off new tickets if we discover that there are multiple work items applicable to supporting timestamps.
