Add current values of socket metrics to collected metrics

      System network metrics currently include things like "Tcp ActiveOpens" and "TcpExt TW".

      It would be helpful to also have current values for active, as well as TIME_WAIT and CLOSE_WAIT. It would help in investigating issues where the number of active connections, or connections in TIME_WAIT hit high levels.
