Add an expansion for the powercycle user to evergreen.yml

      Add an expansion to the powercycle build variants that sets the username to "Administrator" for Windows, and the evergreen user otherwise. The wrapper script created in SERVER-48960 will use this expansion value when calling RemoteOperations.
