Remove OperationContext argument from ReplicaSetAwareService::onStepUp methods

      We shouldn't allow external services to perform blocking work in the stepUp path, so we should remove the OperationContext argument from this interface.
      This depends on getting the database reads and writes out of the Balancer's onStepUp method (SERVER-49533)
