The anonymous functions defined here are useful outside of refineCollectionShardKey (which they were created for), and resharding would like to be able to use them. This ticket is to expose these methods and put them on the manager so that they can be used outside to write to config documents outside of sharding_catalog_manager_collection_operations.cpp.
