Oplog fetching during migration should switch sync sources if current node changes role

      Currently the tenant migration oplog fetcher will always stick to the same sync source even if it changes roles from PRIMARY to SECONDARY or vice-versa, regardless of read preference.  We could have it continue to respect read preference even when roles change.
