Extend the txn_two_phase_commit_timeout.js test to cover more scenarios

      The test was set up to reproduce the failure in SERVER-50470 and comes along the fix. It is using one fault injection to reproduce the exact failure.

      1. Create a non-deterministic test using random delays

      2. There are more fault points as defined in the getCoordinatorFailpoints() method that can be leveraged by this test. 

       

      The completion of this test should unblock SERVER-51417.
