The command line tools performs queries on the libdeps graph file but does not have data to perform temporal queries on how the graph has changed across commits.

This ticket is to add the interface such that the command line tool can be pointed at a running web service and perform temporal queries through the web service.

This ticket should also allow such a service to be started if there is none to point to and data files from a directory to be automatically added to perform said temporal queries.
