Remove the interrupt() function from PrimaryOnlyService::Instance and use CancelationToken cancelation to handle interruptions instead

      This is the final ticket to remove the interrupt function from the PrimaryOnlyService. We need to create tickets to convert individual services to use cancelation tokens instead of interrupt.
