Implement a pseudo-coordinator for Resharding on the primary shard

      Following the coordinator/participant model from SERVER-52755/SERVER-52754, this ticket is to fit the 'reshardCollection' flow in that model, so it can properly serialise with concurrent DDL, this job also includes creating the _shardsvrReshardCollectionCommand.
