Disallow createIndexes, dropIndexes, and collMod on donor shards during resharding

      Rejecting these commands during resharding sidesteps need to handle createIndexes, commitIndexBuild, and collMod oplog entries, as well as synchronizing with any index builds in progress when donors enter the "mirroring" state.
