The plan cache commands include:

planCacheClear
planCacheClearFilters
planCacheListFilters
planCacheSetFilter

All plan cache information is stored in memory only, and can be different on different replica set nodes.

Because of this, it seems ok for a tenant migration not to transfer any planCache information.
