Range deletions and r/w concern document must not be dropped on downgrade to v4.4

      Since in v4.2 there was no resumable range deleter, SERVER-44165 made it so that the config.rangeDeletions collection is deleted when downgrading from v4.4.

      However - now that v4.4 is last-lts - the collection should not be deleted anymore on downgrade.
