Support last-lts and last-continuous in generating multiversion_exclude_tags.yml file

      The syntax for backports_required_for_multiversion is updated with two new sections:

      last-continuous
    all:
    suites:
last-lts
    all:
    suites:

      Move generate-exclude-tags command from evergreen_gen_multiversion_tests.py to resmoke and use last-lts and last-continuous values of the old_bin_version resmoke argument to generate multiversion_exclude_tags.yml file.
