Blacklist blanacer_shell_commands.js from continuos config stepdown suite

      balancer_shell_commands.js test is failing in the sharding_continuous_config_stepdown.yml suite because it calls sh.enableAutoSplit() that issues a write to the config server through the mongos. At the moment the mongos is not retrying writes to the config server.
