Evaluate index types that are dependent on a collection not being clustered, rather that it not being time-series

      Creation of partial, unique, TTL, and text indexes is currently disallowed on collections which are clustered by _id. We should evaluate whether any of these index types should really be disallowed based on whether it is not a time-series collection, rather than if it is not clustered.
