Require all storage engines to support clustered _id index

      Currently, a storage engine can opt in or out of supporting a clustered _id index and sets the return value of StorageEngine::supportsClusteredIdIndex to convey this. In order to eliminate all cases of a non-clustered time-series buckets collection, we should require all storage engines to support this and remove this function.
