mongo shell doesn't send API parameters with unacknowledged writes

      If the shell is started like mongo --apiVersion 1, and optionally with --apiStrict and/or --apiDeprecationErrors, it should include API parameters with all commands. In SERVER-49380, I only included API params in acknowledged writes, not in unacknowledged ones.
