The goal of this ticket is to change the ChunkType::fromConfigBSON and ChunkType::toConfigBSON implementations so we don't read/write epochs if they are not needed.
We may need to do this ticket together with SERVER-57522 , otherwise setFCV + DDL tests won't work.
