Use OperationId instead of LogicalSessionId in the BucketCatalog

      Currently in the bucket catalog, we use LogicalSessionId to keep inserts separated per operation. However, it is not guaranteed that a LogicalSessionId will always be supplied. We should instead use OperationId for this.
