The TenantOplogApplier write noop methods currently acquire the RSTL in IX mode when reserving slots and waiting on writers and the writer threads do the same. The associated opCtx must be interruptible on step down and step up.

SERVER-57754 Tenant Oplog Applier doesn't grab the RSTL before reserving oplog slots
