move version-related libs into src/mongo/util/version/

      In SERVER-58039, the generated multiversion constants header and its input YAML file were placed into a new src/mongo/util/version/ directory.

      Futher work would be to move the util/version.{h,cpp} and similar files into that directory, as well as the supporting Scons logic. This would move some Scons code out of the way.
