tenant_migration_donor_kill_op_retry.js stuck when running with FCV changes

      On restarting the donor RST in this test, the donor primary, a latest binary (5.1) is setting its FCV to 5.1, then to "downgrading from 5.1 to 5.0". However, it isn't reaching the 5.0 FCV. It could be that it is getting blocked by the PrimaryOnlyService rebuilding process.
