Disable SymmetricEncryptor/SymmetricDecryptor unittests on no-ssl builds

      symmetric_crypto_tests.cpp contains unittests which validate platform specific cryptography implementations. The no-ssl builds have no platform provided cryptography, so do not support SymmetricEncryptor or SymmetricDecryptor. We will need to avoid compilation of these tests on these builds.
