Add jstest to downgrade a new cluster from latest to last-continuous with downgradeOnDiskChanges: true

      The test should do the following:
      1. Spin up a cluster (standalone/replica set/sharded cluster)
      2. downgrade FCV to last-continuous with downgradeOnDiskChanges: true
      3. downgrade binary to last-continuous
