Cleanup timeseries::compressBucket interface

      SERVER-61155 added an optional parameter for number of times the interleave start byte was written. The interface is kind of hacky and does not scale well if we need to report additional statistics from timeseries::compressBucket.

      Consider changing the return to a struct to make it easier to do modifications here in the future.
