Context: We can't run the shell scripts locally, so we have to create a patch build to test those scripts.

Impl:

• Get values from expansions file by adding it to the artifacts tarball in a patch build (and don't print it) 
• Add the above to the defaults expansions yaml and replace secrets with dummy values
  • If the above doesn't work, file a separate ticket to follow-up with a separate idea
• Add a wiki page for running the shell scripts locally
