Users have been hit with the below exception a lot

NotImplementedError: Adding all feature flag not supported.Invalid config mongodb_setup.all_feature_flags.

when they run patches with binaries that don't have the all feature flag. We need to do the following

1. Make the message clearer and explain whats the cause of this error.
2. Update the default binary that's loaded in boostrap.yml to something more recent
   1. Add a note to the SOP informing people to update this binary when they make tarball related changes
3. Update the default bypass binary in the evergreen yaml
