The test selection project never got much use and is in fact currently broken. We should sunset it and rethink if we want try another approach.

As part of sunsetting it, we should:

• Send out an email to database contributors explaining it will be removed and that the selected-test alias will be removed.
• Remove the test-selection code from the mongo code base.
• Decide what to do with the test-selection code base.

As a DAG engineer,
I want to sunset test selection,
So that I do not have to maintain unused code.

AC:

• The removal of test selection is announced.
• The test selection code is removed from the mongo repository.
• The next steps have been determined for the test selection repository.
• Send out a communication piece to db-contributors
