Change BasicCommandWithReplyBuilderInterface to use DatabaseName

      Currently, we pass in string db name to run command in BasicCommandWithReplyBuilderInterface  so that the validated tenant id cannot be accessed during parsing and running command.
      In this ticket, we should change the code to pass in DatabaseName object instead of string db name.
